She also has experience in assisting homeowners in protecting their
property from encroaching commercial and/or residential development or
insensitive alterations or neglect by a future owner. National Register
designation provides limited protection, and only from federally-funded
projects that threaten the property; projects financed entirely by local
funds are not covered by federal protective legislation. A property may
however, be protected by state or local ordinances. The State Historic
Preservation Officer in the state where the property is located and
local officials can inform the owner of these restrictions.
Historic district designation, by zoning or through special legislation,
has proven to be the most effective of local preservation laws. There is
no absolute protection, but usually proposed alterations to or
demolition of properties within such districts are subject to
consideration by an architectural review board.
